Smith Park

The description of Smith Park is totally inaccurate. The pond has no water and is full of trash. The area surrounding it is used by homeless to camp in nice weather. I have lived in the area for 5 years and the park has been a disaster as for that whole time. The city takes care of most of the other parks in our neighborhood,is there any reason that the this park is left in such terrible condition?
